    The DfT are implementing a 2 year demonstration of road user charging as a means of reducing congestion. This is effectively a feasibility study and 3 contractors have been appointed - one of whom is a company known to this board (has its own thread in fact).

    The answer to the thread title is probably a resounding "Yes". The HA are doing a fair bit of research into road user charging and may well link up the ANPR cameras to the DVLA databases in order to bill drivers directly. As for councils buggering up the traffic flow for their own purposes...
