The space needs a change, redevelopment even, but that hill is not the answer.
 
In Singapore there is the famed Haw Par Villas, better known as the Tiger Balm Gardens. Entrance is free and it's worth a visit just for the gory tortures you'll find dished out if you end up in Chinese Hell!

Big Things are quite the attraction In Australia, good for tourism. Not sure where you turn to in order to have one at your locale, but they're fun to point at when visiting places.

Marble Arch Mound Closes After 2 Days Of Ridicule

City of Westminster Council admitted it was ‘clear that it is not ready’, but didn’t say why the mound was opened on Monday if it wasn’t finished.

The mound was designed by Rotterdam-based MVRDV architects, a world-renowned design firm who hoped the mound would create new jobs and fight pollution.

Adult tickets were selling for £4.50 Monday-Friday, £6.50 for weekday fast-track, £5.50 for Saturday-Sunday and £8 for weekend fast-track.

I've been to the Big Duck of Flanders, New York, which houses a shop that basically sells nothing but souvenirs of the Big Duck. It does have some historical importance, being the reason some people refer to such sculptural buildings as "ducks".

Not because of the low hanging beams inside?

Other uses for the money:

Fund drop in centres for the increasing amount of homeless people in Westminster City Council's jurisdiction.

New ornamental garden section in Hyde Park.

Series of free to use outdoor gyms in the many small parks and gardens in the borough.

Properly repair the Joe Strummer subway (been closed for ages now).

An alternative attraction at Marble Arch - perhaps a series of statues of sporting or musical heroes?
