I'm not sure I really get the question.
If it's about the similar design shapes of the cas cas and the poi - then the former is actually percussive, whereas the latter is purely terpsichorean, surely. And you can drop a beat over an unconnected harmony to make a listenable sound in all sorts of cases - I'm not sure it indicates any deeper connection.
I love the cas cas. I used to see an African guy playing occasionally near where I lived in Barcelona. The first time I saw him it took a while to convince myself that the beat was not coming from a hidden speaker - it was incredibly precise, and the wooden balls moved so fast you could barely see them.
