In the wake of the third major flood this year with the last unleashing 8 months' worth of rain in just 4 days, the conspiracists have been spreading allegations of "weather manipulation", notably by "cloud seeding".

Yes, there appears this may be more widespread than it appears on the surface. On Twitter, I subscribe to lots of paranormal/alternative thinking/conspiracy theory type of accounts. As the rain began (again) in earnest last Friday, my Twitter feed was filled with images of supposed 'chemtrails' that had filled the skies during the previous few days. Supposedly, these were to blame for the enormous rains we've had over the past week.
I don't subscribe to any of these theories, plus I live under the Sydney/Melbourne flight path and I didn't see any in the days before the downpour.
However, some people can't be convinced that sometimes Mother Nature can be a bitch.
