There might just be something common to most people, but hidden away deep inside that for whatever reason, results in most cultures from the time of humanity to have a fascination with animal/men beings, especially dogs since dogs of some sort have been a part of the human experience probably as far back as when dog-like predators ate protohumans for lunch. Dogs are often cherished parts of the family and treated with the same love and affections that one would bestow upon a person, so of course it just seems natural that dogmen would be part of the human experience whether actually real or not. I know I myself was frightened to death of dog headed men as a child but I don't think I ever actually saw one.
