FWIW the possible intention of dazzling sensors or camouflaging some aspect of a missile's flight were the first things that occurred to me.

Because it relates to a visual phenomenon in the sky and there's evidence it resulted from a deliberate manmade cause I'm moving the thread to the Skies & Atmosphere section.
