I've always been told that such ridiculous costumes are paraded to show off the technical skill of the designer using those materials. Which sounds ... reasonable.
But I can't help feeling that's just an excuse generated by people who can't admit that it's pretentious.

Clothing for homeless people. Each one is a wearable bed.

We may all be dressed like that by the end of the century, as most of us will be homeless.

And what wash the designer of the USA s gymnastics team costumes thinking? I know it's a modesty panel but putting it that darker blue just draws the eye to the area, negating the whole concept of a modesty panel on the first place! Their faces were like that at the unveiling of these hideous get-ups I bet!
