Unless it's a very sophisticated one-off bespoke model, then I still suspect CGI.
I've been Googling for pterosaur/pterodactyl gliders/remote control models etc. and found plenty of gliders, kites, r/c pterosaur-shaped aircraft, non-flying animated models etc. but not one that is capable of flight and can move its head around and flap the wings.

Account posted just yesterday of an alleged pterosaur sighting in Crown Point, Indiana.
The 27 year-old witness lives on the edge of a forest and initially described a loud flapping noise, which she took to be their large flag flapping in the wind. She then briefly saw a white-winged flying creature, which she compared in size to her neighbour's two-car garage.
Her family are now putting cameras up in case the creature comes back.
