Pram-Pushing, Machete-Wielding Tramp Ghost

Can't find anything else about this on the net. You'd think the police would have removed the machete at some point when he was still alive?

It's all a bit vague. Doesn't really inspire me to go out and buy one of his books.
 
Yes, I can't see someone prone to 'drunken rages' being allowed to hold on to that machete for very long, either pre or post decease.
