You should feel privileged - there are none at all from East Anglia or the East Midlands - and only one from Wales, practically sat on the border up near Liverpool. I lived in a row of eight 19th century cottages in the 1980s and they had an open loft space. The hatch was right by the dividing wall of next door too, so it was weird going in to my loft and next doors hatch being right next to me. Also seeing everyone else's things stored on the lofts too.Yes, however its very common in older properties that predates building regulations about that sort of thing.
Some properties would have lofts sealed off when renovations made. How well this work was done is anyone’s gues, in our family home it’s was chipboards filling the gap either side of chimney.
its quite possible that in some cases, particularly where work has been done on the quiet for a rental property , the loft hatches would simply be sealed to prevent tenant acessing the space.
