The brilliance of this clip (and the complete speech is 27 minutes long) lies in the way in which you could miss the whole “alien” theme because of the sheer mundanity of its delivery…

Lib Dem councillor Adrian Hicks has also had a close encounter with a “humanoid walking with a penguin-like gait” on Winchester high street.

Says Councillor Hicks: “I was very confused and shocked. I was going to say ‘excuse me, you’re not from around here?’ but I thought it best to leave her alone."

He's also witnessed “lights” and other phenomena that have lead him to the inescapable conclusion that “clearly there are UFOs flying around and I’m keen to set up a UFO watch group for Winchester.”

THERE was no space ship or typical little green men.

Just a pretty blonde, dressed strikingly in a white ballet outfit, whose penguin-like walk made her stand out from the crowd.

Yet she is no average Hampshire girl – but the vision that has left one city councillor believing he met an alien.

Winchester councillor Adrian Hicks claims to have experienced a genuine close encounter with extra-terrestrial life during a stroll down the city’s busy High Street on a Saturday afternoon.

He said: “I was near The Works bookshop when I saw this strange woman, a humanoid walking with a penguin-like gait. She had very large prominent eyes and was twirling her hands in a circular motion.

“She seemed friendly and totally at ease with us. She wasn’t scared, she was smiling, and seemed to be enjoying herself among us. She walked very slowly up the High Street. I remember she was very interested in the clock over Lloyds Bank. She was taking it all in.

“She was human enough to get away with it. Everybody’s heads were turning.”

Cllr Hicks, an orthopaedic technician in the A&E department at the Royal Hampshire County Hospital for some 35 years, said he saw the creature at about 1.30pm on a Saturday in late January or early February 2004.

For five years he remained silent about his experience because he did not want it to jeopardise his chances of election to the city council.

Now, two years after securing a place for the Liberal Democrats covering the St John and All Saints ward of Highcliffe, St Giles Hill, Bar End and Winnall, he says he is willing to risk ridicule as he tells of the encounter for the first time.

Urging others who witnessed the spectacle to come forward, including a woman whom he is certain took pictures, he added: “This was definitely a close encounter of the first kind.

“I was very confused and shocked. I was going to say ‘excuse me, you’re not from around here?’ but I thought it best to leave her alone.

“I think we have established contact, because I have seen this ‘being’ in the High Street. Other people will have seen her. I would like them to come forward.”

Cllr Hicks, of Granville Place, Wharf Hill, said he thinks the sighting of the alien is linked to the appearances of lights in the sky over St Catherine’s Hill. He said several other residents in Winchester have regularly seen the lights, at about 10,000 feet.

In August 2004 he saw five vertical lines rising over Chilcomb military ranges before scattering away.

Mr Hicks has a theory that the extra-terrestrial is linked to covert US and British military at Chilcomb and the pyramid at Intech which may be some kind of signpost.

He said: “Clearly there are UFOs flying around and I’m keen to set up a UFO watch group for Winchester.”

Whatever made him think she was an alien?
She just sounds like somebody who'd escaped from an asylum.
 
He sounds like he's due to be in her position very soon, if she was an escapee nut!
 
Bulging eyes and waving her arms in circles? Yep, only logical conclusion is she´s an alien.

Sounds like something being inflated.

Bells are ringing. Hasn't this story surfaced elsewhere, maybe in a slightly different context? Or is my false memory syndrome kicking in again?

(edit - Re ballet shoes and penguins. Strikes me that - as anyone who has ever worked in a theatre will tell you - for a bunch of individuals who look so serene and poised on stage, once safely in the wings and out of sight a corps de ballet does move very much as if they're off to find a warmer bit of iceberg).

As the ballerina story was a few months old, I did do a search on the Councillor's name, but he doesn't seem to have been mentioned on FTMB before.

Maybe your false memory is cloaking an abduction.... ;)

The story was printed in a recent edition of Fortean Times Magazine.

We've got more than the usual percentage of creative persons; there's only 56,000 people living in the town and all its surroundings. It's like a huge artists' "scene" with university students, farm owners, migrant workers, cows, chickens, and surfers.

*Edited to correct population count: I thought 200,000 people was way off!

Some sort of acclimatization going on by exposing prominent civilians or those working with the public? A phenomenon so advanced that humanoids are intermediaries or even engineered tools? Just speculating. Think what we can already do with our technologies.
 
Thanks for merging threads! I tried a forum search for "Hicks" as I figured you folks had talked about him, but didn't get anything. At first I thought that Mr. Hicks had perhaps seen an individual with a genetic condition, but I don't think so. He seems genuinely traumatized by the experience --as any "sane" person would be. The story is so strange even for folks who believe, that it's hard to imagine a person making it up.
 
It's possible for someone to make something up that they nevertheless believe. I saw Mr Hicks on a documentary last year and it struck me his runaway imagination was caused by serious "abandonment issues" (as I suppose you'd call them) when he was a child, hence this rich inner life was self-created. He seemed like a nice guy, though, and was harming nobody but possibly himself.
 
So many humanoid experiences are really bizarre, but they seem to be associated with common UFO types. Wonder how many people saw things like this who never came forward.
