Static Electricity On Cat's Head Alone: What Could It Mean?

I'm looking after a friends cat at the moment, that seems to be on the way out (Feline Leukemia?). It doesn't mind being stroked on the back but hates being touched on th head and I've just discovered why. If I stay on the 'thin' body (just skin and bones) nothing happens but when I move towards and actually touch the head, static electric arcs across its cranium.

My question is, is this because it's dying and all the energy it has left is centred around the head (neck is very meaty as is face) or is this down to something else?

There are two other cats in the house and neither of them have this weird problem.
