This seems to be remotely possible. Firstly, there appears not any clue which reflects this. Secondly, police concluded that the death of the boy was suicide and discontinued to examine it. Thirdly, the parents of the boy attempted to look for help from local administrator to investigate this event but were refused without any reason. So, according to existing information, this approach is remotely possible.

The body was hanging from the wooden beam with both hands and feet tied firmly. The victim was wearing a red dress and a woman’s swimming suit. There was a pinhole on his forehead and a huge weight tied around his feet.
The parts are the red flags to me. I find it hard to believe that if this were a suicide that both hands and feet were tied without assistance, followed by the tying of a weight. It's not impossible, but it all seems a little bit complex to have gotten right on your own.
Was the pinhole an indent skin wound, or a actual hole in the skull? That's less clear.
The choice of attire here is actually a lesser interest to me. Who am I to judge? But those other aspects to me would raise doubt over the assumption of suicide.
