YouTube are now so far beyond ever being able to control the content posted up on their site. If systems had been in place from the start? Maybe. This many years on? Not a chance in hell.
not really, but it would clearly affect revenue, hence there would be a reluctance to embark upon anything other than the most incremental roadmaps

Exactly. And the rhetoric we started hearing from Theresa May as Home Secretary was very much one of making similar moves in the UK. No reason to assume that this isn't something she could push for as PM.
