I've often speculated that the simple act of observation creates mystery - and that if you stare too long and too hard at something you will start to see goblins.
 
Excellent. The last thing an assassination team would do would be as obvious as the Umbrella Man, he was just a fortuitous marker for the shooters to range their sights on.
Same thing as the clean and tidy young homeless men being escorted out of the railway yards by the police: they really were young and homeless and had just stayed in a hostel where they got a wash and brush-up and a new outfit of donated clothes.

Not to mention that the road sign he's stood next to would work just as well, and doesn't look as ridiculously incongruous.
