Someone in Hull clearly has money to spend on such things.
Well, they had that money, anyway. Perhaps not now.

The days of three-day millionaires are long gone - similar to the way the decline of the UK offshore industry is affecting many cities/towns today.

Looking at that chart of where people would be willing to move - it didn't mention whether there would be any financial remuneration for moving. Regardless of the niceness of the place you are moving to, anyone's finances are going to take a big hit with having to purchase a house in a location where the prices are much higher than they are where you are leaving. Which is what makes moving North to South practically impossible.
