This is not a story I'd hear before, though it has a lot of similarity with our phantom hitch hikers.
Peter Christopherson tells about taxi drivers in Bangkok all talking about this after the 2004 Tsunami, it seems to have been regarded as a fairly common ocurrance for a taxi driver to pick up a Westerner as a fare and take them to the airport, only to find on arrival that they had an empty cab.
It's attributed to the ghosts of Westerners who were trying to get home.
The story comes up around the 19 minutes mark in the video, the rest of which is probably not very interesting unless you're into Coil.
