Animated .gif Avatars?

They will show up when you access your profile page but wont animate on the thread postings...shame.....

Newbie here. Please can you tell me how to put an Avatar on my profile. I checked the insert picture bit and it asked for an http address. The photo I want to use is on my computer. Sorry if this has already been explained still finding my way around. Not very good at techie stuff.
