Arrows? No idea, sorry, though l wouldn’t imagine so.

Coming to this very late. But yes, loosely hung canvas will stop arrows which would go clean through the same canvas hung tight. We used to use looslely hung fabric as backstops on some of our targets to stop arrows going on to adjacent property where we had no right to search.
 
I quite like this 'railroad battery' from 1861. Armoured trains were increasingly common in the late 19th century.
